Pants up to my belly button, I look lean with abs visible, but under my belly button I have an area of loose skin. Visibly its almost like I still have a slightly hanging belly there although it is mostly loose skin. You would think I'm at a much higher bodyfat due to this loose skin under the navel area. Any protocols for loose skin like this?

Get bloodwork neph. You probably suppressed your T hence the low e2, which is then made to feel like even lower E2 due to DHT's inhibition of ER transcription.
Good news is you're sensitive to DHT E and not metabolizing it rapidly. Some people take 6.25mg (roughly) every 3 days. If I was in that situation, i'd skip shots for a week and try that. i wouldn't introduce e2 because then you'd really have no T since e2 is suppressive haha.
Probably don't take it unless you have a good reason to. But if you do... might want to slowly taper AND time with a reverse diet/muscle gain phase. This will work well if you end your cut at around ~8% bodyfat.

So he’s 17, about 23% body fat, 5’9-10, 180lbs. He’s been training for about a year, has a decent bit of muscle and a seemingly very good androgen/hormone profile visually and behaviourally. He wants to put on size but also fulfil height potential (family 6’2).
My current thinking is a ~2 month aggressive cut to 13-15% to get him to a better state to really bulk from, whilst keeping it short to not stunt height growth etc. Then focusing on strength and intensity in gym and grappling 2x week, and high protein based on the numbers you’ve recommended in the stuff you’ve put out on cutting.
Is this the approach you’d take for his situation, or a slow cut to recomp or something else? And also outside of the physique approach, is there any certain things to keep in mind w/ applying your stuff given his age?
I’m guessing a focus on sleep and relevant shops, sticking to basic nootropics, trib/tongkat/l carb etc being probably especially good to have in place?

The non-negotiables are sunrise viewing daily (programs GH/IGF-1 axis), 10PM-2AM sleep window in total darkness for growth hormone pulses, seafood 3-4x weekly for DHA, magnesium saturation (5mg/lb bodyweight), and zero blue light after sunset - his mitochondrial function and circadian biology matter infinitely more than macros for both height and body comp at this age. It's going to take a long time. Think a year plus. Lots of GHK-CU to regenerate elastin and gain as much muscle as possible :)

I already tried lowering the dose to 4 mg 3x per week, but I didn’t feel the anxiolytic effects.
(I forgot to mention that I’m on TRT, my levels are around 1000.)

Definitely more harm than good, but don't take our word for it. Get a Trifield TF2 and test it yourself.

My recovery is very poor, i train 3-4 times per week which is not that much by industry standards, especially for a 20 y.o male.
My muscle soreness can last a very long time, legs 5-6 days, smaller muscles a bit less but still it feels like I should be recovering a bit faster.
Whoop shows poor recovery as well (50-65%), despite getting 7.5-8.5 hours of sleep.
When I was not training the number was 90+%
Diet is clean, 1g protein 1.5g carbs 0.6g fat. (Per lbs of body weight)
Training style is Upper-Lower-Upper-Lower
